Those LEDs are the DDR3 memory activity indicator, which allow overclocker to see which part and how intensely the memory is working. It’s very helpful for overclocker or modder, but not for home user that only need to play some cool games.

Lexar Ballistix Tracer is a DDR3-1333Mhz memory, with timing of 6-6-6-20. Available in 1GB and 2GB size, and the price is $54.99 and $99.99, respectively.

If you like to get one, it is available now at Crucial official site.
